Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

Westside Walk is a small community of 38 new townhomes in Costa Mesa. This new home community is great for commuters with easy access to the 55 freeway and walking distance to restaurants. It's also an easy nine-minute drive from the Balboa Peninsula. I enjoyed touring the models; I thought the floorplans were laid out well; I didn't feel closed-in like most townhomes can make you feel. I especially liked the two-car carport in front of the two-car garages (on select plans), great for those with more than two cars or guests visiting; there is minimal guest parking at Westside Walk.
