Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

The new homes at Rosewood are at the master plan community called Spencer's Crossing in Murrieta, California. All of the homes have great features such as bedrooms on the first floor of all two-story homes-great for resale, three-car garages are standard, solar is included, sinks in the laundry rooms, and great community amenities. I feel these homes offered great value compared to the new homes in Spencer's Crossing. On the flipside, these homes were lacking in yard size and smart home features. I noticed minimal builder flaws in the model homes, a great sign of builder quality.
