Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

The new homes at Santolina are at the master plan community called Spencer's Crossing in Murrieta, California. The models are across the street from a beautiful community park, including a massive tot lot, outdoor kitchens, and baseball fields. All of the two-story plans feature a bedroom on the first floor, great for guests who prefer not to walk upstairs, and a positive resale feature. I would have liked to have seen a three-car garage on the larger plan, but all of the homes have a driveway long enough for two vehicles; you may want to make sure the HOA allows this. Santolina is quiet, not near any high traffic roads or airport traffic.
