Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

Latitude is the second community in Rancho Tesoro, and the other is Skyhaus. The main difference between the two communities is Latitude's homes are all three stories, while the homes at Skyhaus are two. The smallest home that Latitude offers is 1,243 square feet while Skyhaus has a plan one at around 700 square feet. You'll be close to Cal State San Marcos, bars, and many great restaurants. I wasn't fond of the fiberglass surrounds in the master bathrooms; tile always looks more elegant.
On the other hand, the fiberglass will lead to less chance of water getting behind the walls, and you can forget having to regrout every 5 years. At the entrance is a gate, and once you enter, you'll see the large resort-inspired pool area; resembles a pool you'd see in Vegas; clean, modern, and new. I like the floorplans of the homes, especially considering all the homes are two-stories.
