Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

Viewpointe is a small community of three-story town-homes with attractive modern exteriors. I especially liked the elevations with the bright yellow accent doors. The pricing for these homes starts at $459,490, definitely one of the more affordable options in San Diego County, especially North County. The location is a little odd; it's on a hillside where every building sits on a higher level to the one it's next to, causing the need for a steep grade of a road; probably a community I wouldn't recommend for families with children. If you insist on living here and have children, the schools are well above average, and the crime rate is well below the national average. I would have liked to see more included features like solar, smart thermostats, and video doorbells. These are great entry-level homes, and because it's near Palomar College, you'll likely have an easy time finding a renter if you choose to purchase a second home.
