Mello-Roos is an additional cost to pay for community improvements like schools and streets etc., applied to regular property taxes for a set period between 20 to 40 years. The IRS typically doesn't allow you to write Mello-Roos off as you would with property taxes, so make sure you know the yearly cost before purchasing; they can be as high as $600 per month.
Solar should be included; builders pay bulk pricing for solar. Yes, they work it into the new home price, but it usually makes little noticeable difference to the monthly mortgage payment compared to your two to six hundred dollar electric bill.

Bear Peak is a small community comprised of only 47 2 story single-family homes in Valley Center, sixteen minutes from the 15 freeway. The interior of the models we're some of the least impressive homes I've seen; resembled apartments built in the '90's with white appliances, bright seafoam wall colors, and linoleum flooring. It's ok if that's your style but if it's not, expect to spend a good amount on upgraded options. The yards seemed a little small for the size of these single-family homes, especially considering how sparse it is around the community. The $500k price tag is great for entry-level buyers as long as they are ok with the longer commute and minimal nearby convenience stores and restaurants. For the outdoor person, this is an excellent community for you, especially if you love to hike, fish, mountain bike etc. Valley Center can get warm in the summers and cold in the winters, so expect higher energy bills. Yes, they offer solar, but it's not included.
